Aether Elemental telekinetic throw

How does this ability work? It is from the Bestiary 5 aether elemental

It has an attack roll and a save, so does that mean you need to hit the targets (touch?) AC, and then they have to fail a save to be tossed?

Or is it if they fail a save, the attack bonus is what I have to fling it into someone else?

If I fling try to fling someone into another creature and miss, does the flung creature still take the damage?

If you're throwing a creature, it's a Fort save, if you're throwing an item to hit something, you're using the attack roll. If you're throwing a creature into another creature, you're doing both a fort save and an attack roll, against normal AC.

So is it target A makes a fort save, and if he fails, I make an attack roll against target B?

If so, what happens if A fails the save but I miss B?

He still takes the damage, because of either the velocity of the throw, or he hits the wall or something else.

How is the damage for telekinetic throw calculated? Does it increase with augment summoning, or any other strength score increase?

If it's reckoned as the kineticist ability, the increase in Con would increase the damage.

Typically, for kinetic blasts, strength does nothing.
