Lenses of Darkness exist, but +1 to attack and perception only in specific conditions seems hilariously overpriced to me. So I'm hoping there's some other option.
If it matters the player in question is making a kobold for a game I'm running and while it's not the biggest problem, light sensitivity on what's already the weakest race in the game just seems unnecessarily cruel.

You could make a custom wondrous item using theProtective Penumbra spell. It's designed for this kind of situation

While not exactly what you're looking for, there is the Day Raider trait from Kobolds of Golarion. It replaces light sensitivity and darkvision with low-light vision.
If you're willing, there's also sundark goggles from 3.5's Races of the Dragon. They're an alchemical item costing 10gp, DC 15 to create. To quote the item description verbatim:
Sundark Goggles: The smoked lenses of these goggles block light. They are typically fixed into a band of canvas that clasps together at the back to keep the goggles from falling off. Sundark goggles negate the dazzled condition experienced by a creature with light sensitivity while in bright illumination. As a side effect, they grant the wearer a +2 circumstance bonus on saving throws against gaze attacks. A creature wearing sundark goggles can’t use a gaze attack, since other creatures can’t see its eyes. Creatures without low-light vision or darkvision that wear sundark goggles take a –2 penalty on Search and Spot checks.
