keeping track of an evil npc

hi all,
we recently ran into an evil npc that our party(voted) let go. we are a level 3 party and have a wizard and an oracle that voted to hold him/turn him over to authorities. what options as a wizard(me) and an oracle have to track or keep tabs on this npc as he flees? we just feel that he's going to make problems for the party somewhere down the line...

If you haven't actually let him go yet, there are a few options but you don't have many really effective ones.

You could arcane mark him and/or take a lock of his hair/shaving of his fingernails, etc to make scrying easier later.... much later. If he doesn't know that's more powerful magic than you have or you are a part of an organization that does have such access, you might be able to make him think that you can actively keep tabs on him.

But, tracking and gather information seem like they're probably the only real options for you to actively keep track of the guy at this level.


Divination magic is really the only way, but at such a low level you don't have access to anything good yet.

I can't think of anything that such low level characters could do to keep tabs on an individual without following them around.

I will say - at that low of a level the authorities should be able to hold him. It's not like turning over a level 15 lich wizard who will break out as soon as the PCs turn their back on him.

Manacles and a rope should work pretty well until you can give him to said authorities.
