In the new Oracle deck it has the Light Armor trait, and in the Wizard deck it does not.

The latest version is generally the most correct version. That said, there's very little difference between it having the trait and not having the trait.

Is it intentional to not have the recharge power, as a Magic Light Armor?

Armors that have the Clothing trait deliberately lack the recharge power that other armors with the Magic trait have.

In that case, should the Immolation Cloaks (WotR 6) have the Clothing trait?

I was wondering, is there any rationale behind which 'robes' (or clothing items, in general) are going to be Armor with the Clothing trait, and which are going to be Items?
