One of the incarnations of my half-elf summoner is lawful evil with a plan to get rid of humanity. The nonviolent aspect is using the Create Demiplane spell series to create a paradise for humans to move into. The last stage of the plan is to convert the plane to dead magic, preventing magic on the plane, thus making escape impossible (the portal will be sealed away in an extremely elaborate fashion on both ends to prevent escape through that avenue. Now for the questions:
1. Do magic items still function on a dead magic plane?
2. Can someone use a spell to create a portal to my plane from the outside?
3. Can someone teleport into my dead magic plane?

As per the description for 'Dead Magic':
These planes have no magic at all. A plane with the dead magic trait functions in all respects like an antimagic field spell. Divination spells cannot detect subjects within a dead magic plane, nor can a spellcaster use teleport or another spell to move in or out. The only exception to the “no magic” rule is permanent planar portals, which still function normally.
So magic items would not work, and no spell (including Wish) can be used to grant access.
However, Wish (and probably a range of other creatively-used spells) could certainly be used to bust the portal open (from the outside, at least).

Not mentioned directly in the spell, but I don't think you could cast permanency on a "Dead Magic" demi-plane. I see how modifying an existing plane is "instantaneous" but I still think the GM would be reasonable to apply the duration to the "Dead Magic" upgrade if they desired.
Anyway:
1: Magic items can't function as magic items while within the Dead Magic Zone. An enchanted sword remains a masterwork sword within the zone. Special material rules should still function.
2: Yes and no.
They shouldn't be able to create new portals to your plane, but it's entirely possible that someone already created permanent portals to and from your plane. GM discretion certainly, though I'd suspect that Alseta probably has a secret portal to every plane and demi-plane.
The Demi-plane spell leaves an exception to "Permanent Magic Portals" in their Dead Magic Zone feature.
Once you add the dead magic zone feature, no new portals should be able to be created.
3. Not as a spellcaster, as per the dead magic zone description. I'm unclear if an Su teleportation ability would be able to teleport in.
I will also note that any summoned creatures are automatically sent home. So depending on how your humans arrive, they may be sent back when you add the dead magic zone feature.

Oh, as a last point:
As a standard action, you may eject a creature from your demiplane. The creature may resist with a Will saving throw. An ejected creature goes to the closest plane to your demiplane (usually the Astral Plane or the Ethereal Plane, but if you cast this spell on the Material Plane, the creature is sent to the Material Plane).
Provided you remain within your demiplane, the humans can always escape if they can get you to eject them. Either with diplomacy or trickery, you could allow them to escape. You can't eject yourself in this manner, but this part of the spell should still function within the Dead magic feature.
