I've finally come up with two wonderful ideas, thanks to help from a few friends, and it's more for flavor than anything. The dreaded Shovel-Wielding Blue-skinned Goblin.
First idea is based on the cad archetype for the fighter.
Goblin Cad Fighter 3
Str 15, Dex 16, Con 14, Int 13, Wis 12, Cha 8
Feats -
1 - Power Attack, Combat Expertise
2 - Improved Dirty Trick
3 - Improved Disarm, Catch Off-Guard
Second idea is based on the makeshift scrapper archetype for the rogue.
Goblin Makeshift Scrapper 3
Str 15, Dex 16, Con 14, Int 13, Wis 12, Cha 8.
Feats & Talents
1 - Combat Expertise, Catch Off-Guard, Throw Anything
2 - Combat Trick (Improved Disarm)
3 - Improved Dirty Trick

Rough and Ready trait with 1 skill point in Profession: Latrine Digger. Gives you +1 attack and saves you a feat.

You guys... I'm trying to use his strengths to his advantage; a Goblin that utilizes his surroundings and it's a family shovel. He used it to kill his father, his father used it to kill his grandfather, and his grandfather used it to kill his great grandfather. He hopes that one day he will have a child who would carry on the family tradition.
Also, would this count as a light weapon? Utility Shovel
If so, I could change my tactics and go for a variant of the second idea.

I once had a player who played a ranger with favoured enemy undead, who used to be a gravediggers apprentice when his village was overrun by the bbeg in a raid for fresh corpses. He hid until he was gone and the killed the remaining undead with his shovel.
Later he reshaped, reinforced and sharpened the shovel with the help of a blacksmith and I let him use the stats for a greataxe.
Lots of fun, he would go on the partys nerves endlessly by insisting on giving all slain enemies a proper burial, even those of large size and above.

I don't know of ways by rules as written to quite do this as a shovel with finese training. I mean if your gm thinkiong light improvised weapons is too broad maybe offer improvidsed weapons that count as one type of weapon.
There is in inner sea gods the torch bearer feat that lets you use a torch as a light mace which is definetaly fineseable. Flavor wise I think with this feat it should work and fits in well with how goblins behave on golarion. I could easily see this being a leader of a goblin raid as a low level bbeg.
I do see this as being fun but talk to your gm.
