it learns a language if it has enough points in linguistics, and since familiars get their master's skill points that means you would have to put points in linguistics
A mauler archetype could very well learn every language in the world... however...

Cant speak doesnt mean cant understand.
If yo had no tongue, you could not speak, but understanding language isnt resticted in this case.
Like with Lassie i suppose. (a very intelligent dog from a TV series, who could understand humans. - If it isnt in popular culture any more)
Certain grunts and sounds can be attributed meaning. With clear answers to yes/no questions.

A mauler that is 'speaking', even through writing, is breaking the flavor of them. They do not speak, even if they can, because they don't care for words.
It is a bit silly... yes, but it is in the archetype.
You still have an empathic link, and they can still indicate things such as any familiar can before they gain speak with master.
