We are discussing about Cantrips for the Wizards particularly.
The difenition sais: Wizards can prepare a number of cantrips, or 0-level spells, each day, as noted on Table: Wizard under “Spells per Day.” These spells are cast like any other spell, but they are not expended when cast and may be used again. A wizard can prepare a cantrip from an opposition school, but it uses up two of his available slots (see below).
We can't agree if a cantrips is a 0-level spell, so at level 1 a sorcerer can have 3 cantrip, or can have 3 cantrips plus 3 0-level spell.
Also, if it is the first case. Does a cantrip (0-level) puts in a higher spells slot still conserve his ability to be use without being expended.

"Cantrip" is just another world for "level-0 spell". It's the same thing. So is "orison" (for divine casters).
If you put a cantrip into a higher-level slot it is now a spell in that slot and is consumed like any other spell (no, you cannot use it all day long like you can with cantrips). There are many reasons for this, but metamagic is probably the main one - if you put an Extended or Maximized or Silent or Dazing (!) metamagic on a cantrip and stick it into a higher level spell slot, you get to use it just that one time. Sorcerers work a little differently with metamagic, but the base rule (high level cantrips are treated like spells) applies across the board.
