So, I'm making a rogue with lots of spell like abilities because it's fun. I have the "Magical Talent" trait to give myself another SLA and as a rogue, I don't have a caster level so I have an effective CL of 1 for that ability.
So, fast forward a level or a few and I snag the "Minor Magic" rogue talent that says I have a caster level equal to my rogue level for that ability chosen for the talent.
I'm pretty sure I still don't have a CL, so my "Magical Talent" doesn't scale (which is fine), but if it does that would be some nice icing on my cake.
I looked around on google, and most things I found were from years ago when SLA counted for lots of things. Now it doesn't, so where does that leave me in this particular situation?
TL;DR: If I have the "Minor Magic" talent does my rogue have a Caster Level for other purposes?

Racial SLA usually have caster level equal to HD.
For creatures with spell-like abilities, a designated caster level defines how difficult it is to dispel their spell-like effects and to define any level-dependent variables (such as range and duration) the abilities might have. The creature's caster level never affects which spell-like abilities the creature has; sometimes the given caster level is lower than the level a spellcasting character would need to cast the spell of the same name. If no caster level is specified, the caster level is equal to the creature's Hit Dice. The saving throw (if any) against a spell-like ability is 10 + the level of the spell the ability resembles or duplicates + the creature's Charisma modifier.
But Magical Talent seems to imply it is strictly based off your highest caster level. Which as a rogue you do not have. Paizo issued a FAQ which retracted the SLA = caster level, so now only classes that actually have spell casting ability have useful caster levels. Everything else is only a caster level for their specific abilities.
So no, the Minor Magic will not allow your Magical Talent to scale. I would personally recommend avoiding Magical Talent and just pick up Minor Magic with the Bookish Rogue feat. This will enable you to change your 0 level spell and have it at full caster level.
