Do you want to make a normal magic item, a unique artifact, or both.
A gauntlet designed to hold all the dragon stones would be fearsome indeed.
Artifact I think. In that it should be unique and maybe add powers as you add stones. Ioun stones have their own powers maybe the gauntlet gets additional powers as each stone is added?
Maybe not Ioun stones but something like it.
Other than being a receptacle for carrying items of immense power does the infinity gauntlet have any other power?

So many different ways you can go with this... perhaps something like this?
Gauntlet grants:
Energy Resistance 5 for every stone in place (i.e. Fire/Cold/Electricity/Acid Resistance 5 with one stone, 10 with two stones, etc.)
DR 2/- for every stone in place (maxing out at DR 10/-)
Immunity to Mind-Affecting effects.
Then let the stones have powers themselves but be relatively minor. Perhaps an SLA 1/day or 3/day based around various themes?
Another interesting option would be that the stones grant +1 effective character level individually to whomever holds them, but a person can only benefit from one stone at a time - unless they have the Gauntlet.

Since Ioun Stones are tied pretty heavily into Azlant and Thassilon, maybe have it be a gauntlet that Xin had crafted to ensure the loyalty of his runelords. Or maybe Xandergul was working on it to help him seize control of the others. One stone for each of the other 6 Sins/schools. Granted him either defenses against that school, and/or made practitioners of it more vulnerable to him. A special stone for each of the opposing schools.

I like both those ideas guys. Its for my (heavily modified) Runelords Campaign and yes thinking its a Thassilon artifact.
