So Chant and Cackle are a move action and the Hexes that they extend by one round are standard actions.
Accordingly, you could, let's say, use your Fortune Hex and then Cackle as a move action right afterwards and the Fortune would last for two rounds.
Then next round you could Cackle or Chant twice to extend the Fortune for another two rounds.
Is this correct? I have never heard anyone suggest using Cackle or Chant this way, but am I right per the wording of the two Hexes.

Chant (Su): A shaman can chant as a move action. Any creature that is within 30 feet that is under the effects of the shaman's charm, evil eye, fortune, fury, or misfortune hex has that effect's duration extended by 1 round. A shaman cannot select both this hex and the witch's cackle hex.
No mention of using it once per round, unless I am missing something.

No, you can only use cackle once per round.

Also, note that your hex effects expire at the *start* of your turn. So if, in round 1, you use a hex with a duration of 1 round and DON'T cackle (maybe you need your move action for something else), it expires at the start of round 2, BEFORE you have a chance to cackle to extend it. On the other hand, if, in round 1, you use a hex with 1 round duration and then also cackle, the hex now has a duration of 2 rounds (i.e. to just before your turn in round 3). In round 2 you could, for example, use your standard action to do another hex and your move to cackle, which would extend the duration of both hexes.
