Yes, though it's a bit simpler in rules than vampire or changeling. It basically boils down to four actions (Overcome, Create an Advantage, Attack and Defend) and four outcomes (harder to explain) for any particular action, through rolls heavily weighted toward the midrange and modified by your skills and aspects (aspects are parts of your character which are double edged, giving you bonuses where applicable but also tending to get your character in trouble) it's a system which is elegant in it's simplicity.

After due deliberation and this being a new system and all, i will be playing as the character i am most comfortable as Draah'Zhin the Story Telling (as in writer) Kobold.
Now i know what your thinking A kobold why? cause kobolds are dragons and dragons are awesome. His personality consists of hitting on women, Telling elaborate tales of his non-existant exploits, and generally trying his hardest to look awesome and be heroic. as he is a kobold these actions are generally tough to accomplish.

Downloaded and glanced at rules. Some questions:
Are you planning on doing collaborative character generation?
How are your going to handle magic?
How cinematic do you see this starting at and going to? Obviously, pathfinder Kingmaker starts pretty low, uh, level and the characters end up as basically demi gods. Do you see this still happening?
The game as written seems to have a lot of back and forth as players propose aspects, GM tempt players, etc. Do you foresee any potential issues with that in PBP.

Yes, collaborative characters is pretty important to Fate, giving the characters ties before the adventure begins. Depending on how many characters we get, we may just do one phase of collaboration instead of two.
Magic will mostly be handled as a narrative permission, meaning that magic missles are likely an attack with shoot, just flavored differently than a bow, while an armor spell would be creating n advantage with physique, no different than a fighter psyching himself up with will or checking his armors in the best place with craft. Lore will be used where no other appropriate skill announces itself for magic. A mage or magic using character will need an aspect reflecting their magic (often their high concept, though a fighter who Trained as a Bard would still have that permission. Running out of spells or running low would be treated as a compel on that characters magical aspect, which could be invoked to add to things that character should be particularly good at (like nature magic for a druid).
Characters in Fate don't really start at level 1, they tend to already be competent and effective at the start, making them typically feel more like level 5-8. I intend to make the power curve stretch much more, characters will likely still feel pretty epic at the end, but it won't be quite as big a step. I intend the ending to feel like a level 15 or so character.

As for back and forth, if people are posting quickly we can go back and forth, otherwise I'll probably take a more active role, or expect the character to. Instead of proposing a course I will likely just declare one. If any declaration seems out of hand I'll likely say something, but I'll try to keep things moving.
Expanding on that, instead of "Would you like to fail, or succeed at a cost?" I'll likely just say "You failed that roll and here's how the scene proceeds." Or I'll expect you to see that you've failed and say "Hmm... I don't really wanna fail this, I'll succeed at a cost and take this aspect."

Well, I've got two ideas. One is for a character that is a competent fighter at range and in melee, or to put it as an aspect, Near? Far? You're dead either way. That also suggests the character has a tendency to Kill first, ask questions later.
The other character, well, I'm having a hard time parsing their aspects. The idea is, "What if a swordsman/woman had incredible magic power that they couldn't control?" They sneeze and mountains disappear kinda thing.
Any thoughts?

A sourcerous fighter who can't control himself sounds pretty fun. I would tone the power down a tad, but sneeze and destroy a house could definitely be fun to play around with, maybe dragon blood? Like a DD type character? Seems like a fun one.

No name yet, but here's a rough outline of the character.
High Concept: Simple Shield-maiden
A simple shield-maiden from Irrisen. She's skilled with swords, shields, and bows. Not so much with words.
Trouble: Stupid Wild Magic
Sure, life's tough in Irrisen if you're an ulfen. Life's tougher if happen to happen to have a power you can't control.
-Born in Irrisen
-Grew up as a normal girl, trained to be shield-maiden for the Jadwiga.
-Strange powers begin to manifest.
-Something goes wild and winds up with bounty on head after leveling the stables with her Jadwiga charge's prized horse and shredding the clothes of the Jadwiga, the Jadwiga's Mother, and the Jadwiga's two sisters.
-While running of her life, winds up teleporting to Rostland. More specifically, right into the boudoir of a rather temperamental young noble woman.
-Tasked with helping clear and reclaim the Stolen Lands or face the hangman's noose.

If this is still up I'd be interested, I backed the FATE Core kickstarter last year and still haven't managed to have a game of it.
Character creation is fairly colloborative, but for a high concept thinking "The girl who manipulates fire" or perhaps more simply "the pyromancer", with trouble of "Firey nature" - severe trouble keeping her emotions in check or concealed, particularly anger and love.
