Rays of light burst forth from your outstretched hand, encircling each target's space with a cage of light. If a target fails its Reflex save, it becomes enclosed in the light prison. A creature enclosed in a light prison can attack, cast spells, and otherwise act normally as long as it stays within the light prison. However, if a creature passes through the walls of a light prison enclosing it, it takes 1d6 points of damage and is blinded for 1 round. Creatures do not receive saves to negate these effects. Once a creature passes through the walls of a light prison surrounding it, the effect ends for that creature.Inner Sea Gods
So the description says "cage" which to implies one can see through the light prison and target things beyond it, but the bit about: A creature enclosed in a light prison can attack, cast spells, and otherwise act normally as long as it stays within the light prison.
Leaves me a bit confused, is the "it" the creature, or is the 'it' the effect?
Simply and practically, would a spell caster be able to target a magic missile beyond the cage? Likewise would a spell caster beyond the cage be able to target the creature in the cage with said same magic missile? Would a melee attack be subject to miss chance due to concealment? Would a tiny creature passing into the cage to enter the creatures square be subject to the effect? (or a tiny creature leaving say a familiar on the target?)

It is referring to the creature. While English can make the phrasing unclear, general Pathfinder language use would say something along the lines of "as long as the ability stays within the light prison" as opposed to the wording presented. I could be wrong, but I very much doubt it.
As far as the actual spell goes, nothing about it states that it blocks line of sight. If it was light so bright you couldn't see past it, the spell description would specify so. Based off that and the spell level (a level 2 spell should not function as telekinetic sphere, a 4th level spell) the caster should be able to target creatures beyond the cage and is not subject to any concealment chance.
A tiny creature is effected by the spell normally, including the damage and blinding effect.

I'm good with not giving the spell more power then it explicitly has, but my last about tiny creatures I think was vague. A tiny creature, a creature with a reach of 0, must enter the square of its target to attack (provoking an attack of opportunity.) Should a medium sized creature be subject to the spell and thus be imprisoned in light as it were, and a tiny creature entered its square to attack it, would that tiny creature be subject to the light prison effects. I think the answer is no, from the spell: "if a creature passes through the walls of a light prison enclosing it" in this case I am pretty sure we are only talking about the target of the spell and not others who happen to interact with it.

So yes, you can do anything requiring LOS normally, as long as you stay within the light prison. Nothing else further contradicts this or says you can't, or places any special limitations on perception beyond the spell, etc. So there aren't any such restrictions.
Nor do we have any information to fall back on about what a "cage of light" would behave like using real life as a reference to fill in the gaps. You jsut shouldn't / can't assume anything it doesn't say for pure magic.
Thus it being a "cage" etc., is IMO unnecessary detail to adjudicate this. Even if it said "sphere" or "coccoon" you still could act normally with LOS.
