Could you just clone a big bad and then drop the body into a Bag of Devouring? It doesn't say that they have to be willing for the Clone spell, so... Make 5 clones, staggered by a day each, and dump them each into the bag until they stop coming to life? Then keep the others around until someone happens to wish to make them capable of life again and start dumping them in the bag again...

What exactly are you hoping to accomplish?
A far better and easier way to deal with an evil enemy is simply to trap their soul. And then dispose of the trinket in some dark forgotten dungeon at the bottom of the ocean with a Forbiddance spell and a teleport trap in place.
Either that or feed the soul to a devourer.
Also, for what it's worth you generally can force someone to come back to life against their will. They have to be willing, generally. While clone doesn't state it specifically, most resurrection spells do.
Also, you would probably run into the problem of obtaining a sample of flesh from the enemy. You need a 1 inch cube of flesh from them. Which might be obtainable by fighting them. But you're probably going to have to kill them before you could get it. Even if you don't kill them, you will have to subdue them and get the sample. If you take a 1 cubic inch sample of flesh and let them live, they are going to know you're up to something. And then the body has to grow for 2d4 months. If someone want to resurrect them before that time, they can probably do it.
Overall, this just seems to be an incredibly wasteful plan.
