As far as I'm aware there's no official ruling to calculate any of the HP for 'companions' (familiar, eidolon, etc.) General rule of thumb at my table is take the average of their hit die per level, but I don't know if that's an official thing as I said.
I do know that's how monster creation works; no max HP at first level and then rolling, it's all averaged UNLESS the creature derives its HD from class levels alone. As far as I know, the Phantom is its own thing, so no animal companion/eidolon/familiar feats, has to be things solely for the Phantom. Again, though, that's only as far as I know. Hopefully that's some help!

Recognizing that the OP did not specify that this was for PFS, not is it posted in the PFS forum, there is an FAQ for determining hp for companions in Society play which could be used as guidance, a home rule, or just a starting point:
Well I don't know if this would be legal in the campaign I'm in mainly because we don't do PFS like you figured. Also the discussion point mainly hinges on the fact that it doesn't say it's a animal compagnion or summon. Like Kaine pointed out, it looks like its own thing.

So are you asking if it gets favored class bonuses and max HP at first level like PC's do? If so, it gets neither. So you would either roll its HP or take the average, the same as however your DM does animal companions.
Thats fair but what I am asking is a definitive way of dealing with the phantom. It's neither an animal companion nor a summon so if possible I'd wish that Paizo elaborated on this but that won't happen I guess.

The main reason Paizo hasn't elaborated is that there's so many ways to do it.
There's rules for PFS, as was pointed out by Vanlo.
Familiars don't roll OR take the average, they use half their master's HP and that's true wherever you play them.
If it helps, both Phantoms and Eidolons can't be out if you have another summon, so perhaps it's best to treat them similarly? I know all creatures summoned via spells use a pre-existing stat block, and all of those have the average for HD, and that's generally how everyone else in the game world, apart from the PCs, tend to function, unless the GM decides otherwise.
In the end I guess it's just another GM call, ask how they'd like to handle it since it isn't PFS

I was wondering something about the Spiritualist's Phantom. It doesn't say how its HP is calculated. Do you count it as how you make a character or does it count as an animal companion or eidolon even though it's a humanoid and it lives on your plane
Actually, yes it does. On page 77 there is a chart. This chart shows you EXACTLY how many hit dice your phantom has at each level. For PFS play the phantom gets max HP (so 10) plus con at level 1, then half (averaged at 5 or 6 alternating) of the maximum for each additional HD. It's hit dice have a 15 HD cap at level 19, or 15d10+con.
This chart gives the full level progression for a phantom.

I guess I'll discuss it with him again. You have a valid point about it not being able to summon it when there is a summon out.
