Portents Patron and Ill Omen for Witch

Am I missing something here...

Witches get the spell Ill-Omen at 1st level as it's a 1st level spell on their spell list.

The Portents patron from Ultimate Magic add the spell Ill-Omen to the Witches spell-list at 2nd level.

Isn't this a complete waste?

mostly, it saves you from having to acquire it...a lot of patrons give you spells already on the witch list
