When you close (□ or a character at your location closes) a location that has the Abyssal trait, you may acquire a boon from your location deck.
Well, that's the power.
... If you succeed at meeting the When Closing requirement, search the location deck for villains. If you find any, banish all non-villain cards from the location deck. The location is not closed—but at least you know where the villains are!
If you didn’t find any villains, perform the When Permanently Closed effect: First, apply any effects that say “before closing.” Then banish all of the cards from the location deck; it is now closed. ...
And that's the sequence that applies. So after you do the "When Closing" check and succeed, you search the location deck for villains. Then Harsk's power triggers prior to the "When Permanently Closed" effects come into play. So prior to banishing the location's cards, you check if the location has the Abyssal trait and grab a boon before you banish them to the box.

This works even on temporarily closing a location, doesn't it? (I don't have the card in front of me, so I'm only looking at the text above). In that case, how would you know which boon to take?
Ron, the exact text for Harsk is above in my post. But when I was looking at this power, it says "close". It doesn't discriminate between closing the location permanently or temporarily. So even though I had assumed permanent, it isn't written that way. As far as how to pick, it does not say random, it says "acquire". I'd think if it works for temp closes, then you search the location deck for a boon you want and then shuffle the rest. (Or shuffle them all if you don't want anything.)
[EDIT: I strongly think this power needs to be (FAQ'd) on permanent close. You normally search the location deck prior to banishing the cards so no-harm-no-foul. But a temp close allows you a very powerful Augury, if nothing else. I think that's a bit too powerful.]

It needs to be on permaclose, the rules for temp closing explicitly call out that no other "when closing" effects happen.
Temporarily closing a location only prevents the villain from escaping there during this encounter; it does not trigger any of the other effects of closing a location
