I think it should wait until after voting is done. Let's give the attention to the contestants. That period afterward, where we're waiting for winners and then for monsters to be announced, is fertile ground for a critique-my-whatever thread.

Although I have looked at all the Maps and critiqued what I saw in the Maps. Not sure how posting and Discussing other people Maps is gonna take away the attention to the Contestants....If that was really a Problem then perhaps all the Other Discussion Forums should be shut down also....and Not just on the RPGSUPERSTAR General Discussion area...
People shouldn't be discussing 3rd Party Stuff or Adventure Paths when Focus should be Entirely on the Contestants :)

Traditionally viewers do their thing in the "downtime". So, when the contestants are working, viewers post things like this. It's great to play along, but we try not to steal the contenders' thunder and limelight.
The period between the end of the voting and the announcement of winners is also when I feel the least guilty slacking off on my next round entry to see what cool stuff the rest of the community has made.
I'd sort of be interested in going further and seeing what people would submit at each stage (but maybe not the module pitch). I could definitely use the feedback and practice on maps/monsters for next season, and I bet other people would as well.
After the actual voting for the relevant round's done of course. Even a terrible map/monster draws attention away from where it should be.

I tried one year to do a faux-Superstar contest in the Blazing 9 thread (since I thought it'd be good to practice other aspects of the contest; after all how often do most of us pitch adventures?) but didn't get much interest. I think there's only so much people want/are able to do.

Most of the 'what I would have submitted' threads have come after the next round is over. Maps for example will be after voting closes on monsters.
It is too easy to take the judges feedback & avoid common pitfalls the contestants might have fallen prey to. It gives an unequal round where the also-rans look better than actual contestants because hindsight is 20/20. :) So it is vastly different than other threads.
Save it the Blazing Nine thread, I would appreciate the practice. :)
I am glad you've been able to look at & critique all the maps, but I haven't looked at any of them yet. Just a downside of the season 9 change. I (& i can only speak for me) won't be spending any of the little forum time I do get looking at someone* other than the contestants.
