Yes, you're able to take Weapon Focus with a natural attack. The Bestiaries have many examples of creatures with Weapon Focus(natural attack), such as this one. You get it with one specific kind of natural attack (bite, claw, tail, etc) when you take the feat. And should you take it a second time you could get it with another different kind of natural weapon.

Claw Attack Tengus with this racial trait have learned to use their claws as natural weapons. They gain two claw attacks as primary natural attacks that deal 1d3 points of damage, and are treated as having the Improved Unarmed Strike feat for the purpose of qualifying for other feats. This racial trait replaces swordtrained.

Naw, that rule is pretty clear. Those Tengus just don't need Improved Unarmed Strike to get Stunning Fist, Deflect Arrows, Improved Grapple or other goodies. IUS would be wasteful for them, since they can already attack for lethal damage with their claws. There are some fringe benefits for picking IUS, since I think it allows you to threaten adjacent squares even when your hands are full or you are wielding a reach weapon. But when going for a claw Tengu, neither of those things is likely.
They still need Weapon Focus (Claw) if they want the +1 attack bonus.
They could also take Weapon Focus (Grapple).
