Hello everyone,
I realize this has probably been answered before, but my searches are failing. I am looking to figure out if a character can take a 5-ft step if under an effect of hampered movement. I know the definition of 5-ft step says you cannot do it in darkness or difficult terrain, but what about other situations like under the effects of a Slow spell or in an area of poor visibility.
The slow spell looks like it reduces your actual speed to half its normal amount. I don't believe this would prevent a 5-ft step as it does not cost you 2 squares of movement for a distance of 5-ft.
The poor visibility (sidenote fog cloud? poor visibility?) says it is hampered movement and is a X2 modifier. This would mean that moving a distance of 5-ft would take 10-ft of movement. Is there a stated rule that addresses this issue either in a sourcebook or within a FAQ.
Thanks!

This is a Rules question, but you've wandered into the organized play den of scum and villiany. This will probably be moved to the other wretched hive.
I believe that hampered movement is hampered movement. Thats how I've always seen it played. But for darkness you can make a dc 10? acrobatics check to move at full speed anyway.

So...does that mean that you can't take a 5-ft step if you have hampered movement, I.E. it would take you 10-ft of movement to move 5-ft?
no.
you cannot take a 5' step when your movement is hampered.hope that helps...
(edit: I have been wrong before - so maybe I am mistaken. Let's wait and see who else chimes in on this thread.)

from the PRD -
Take 5-Foot Step
You can move 5 feet in any round when you don't perform any other kind of movement. Taking this 5-foot step never provokes an attack of opportunity. You can't take more than one 5-foot step in a round, and you can't take a 5-foot step in the same round that you move any distance.
You can take a 5-foot step before, during, or after your other actions in the round.
You can only take a 5-foot-step if your movement isn't hampered by difficult terrain or darkness. Any creature with a speed of 5 feet or less can't take a 5-foot step, since moving even 5 feet requires a move action for such a slow creature.
You may not take a 5-foot step using a form of movement for which you do not have a listed speed.

Doesn't that actually indicate that you can take a 5 foot step if your movement is hampered by something other than difficult terrain or darkness?

There are some RAW oddities regarding movement and 5ft steps...
Example:
Everything is dark, can't 5ft step.
Character is blind, can 5ft step. (maybe requires DC10 acrobatics, maybe doesn't)
(So if I close my eyes and am now blind to the darkness...)
Character is covered in sticky vines, entangling them, maybe can 5ft step.
Character is is walking through normal vines, difficult terrain, can't 5ft step.
(although if you had one of the weird 3.5 abilities that let you take 10ft steps, I suppose that would be fine to move 5 with half speed)
---
Expect Table Variation.
I tend to play things that reduce your speed, such as entangled and blindness prevent 5ft steps. One could very well reasonably rule otherwise.

maybe?
say you have stepped on a Caltrop and have "hampered movement" from that damage... so you would be able to take a 5' step, even though you can only move a total of 15' (half of 30').seems to work...
what other things gives someone "hampered movement"?

As things stand you are only denied a 5' step if your movement is hampered by darkness or difficult terrain. Entangled, slow spells, caltrops, none of those are either of those two conditions. I generally treat blindness as preventing a 5' step as you are in effect hampered by darkness as you cannot see.
