Question is now relevant because if they are not, then there's an item that is impossible to create.
The requirements for the "kineticist's diadem" are "Craft Wondrous Item, creator must be a 10th-level kineticist with access to the appropriate element"
So, obviously, the kineticist would have to have a caster level in order to be able to take the feat "craft wondrous item".
However, I can't find any mention for or against it. The kineticist uses spell-like abilities that have DC's like a caster, but the kineticist class doesn't seem to make any mention of using actual magic or being a caster than I can find.

They get a discovery that explicitly lets them get around the rules preventing them from general item creation, it doesnt directly relate to the kineticist but would seem to add more weight to the kineticist not being a caster without taking some special feat/talent that hasnt been printed yet and the kineticist diadem not being an item that can actually be crafted under the current rules. Paradox... perfect for an occult treasure.

One thing for crafting kineticists is that even with Master Craftsman they can't make a Hollow Rod or Overflowing Rod (which are both kineticist specific) unless they multiclass or Co-operative crafting is involved, since both require Craft Rod.
Perhaps in the next book that has kineticists they'll include a feat to fix that oversight.
