2 pts fire damage? No more, no less.

Does anyone know any items or spells that deal 2 points of fire damage?

I am trying to get to three points exact and already have te goblin drum.

No single spell or item does static damage for that precise amount. It would need to be a custom spell that would go through the GM. Depending on the range, it would be either a cantrip or a 1st level spell.

There is a Sarenrae trait that will allow you to do exactly 2 points of fire damage on a critical hit with a scimitar.

You could also take the Abadar feat measured response and attack with a Battle Poi.

level 1 alchemist with a +1 int modifier hitting something with splash damage from a bomb would deal exact 2 points of fire damage on a failed reflex save by the target

heat metal against an opponent not wearing or wielding a metal object + Pyromancer (Aasimar Race Trait).

(Boiling Blood will work if your GM gives it the fire descriptor).

Another option (not a spell or item): Flame of the Dawn Religion trait. On a critical hit with a scimitar you deal exactly 2 fire damge (along with your scimitar crit damage).

Just out of curiosity, why do you need exactly 3 fire damage?

In abyssal bloodline alternate wildblood arcana (Bruta Arcana) you gain an addition 2 points of damage on spells that deal HP damage.
Why do you want only +2 damage?

A medium battle poi + the Measured Response feat would deal exactly 2 points of damage. Battle pois are exotic, however.

Maximized Elemental (Fire) Ray of Frost gets you exactly 3 damage.

If you can cast Resist Energy (Fire) on the target beforehand, a Maximized Burning Hands with caster level throttled to 3 will deal exactly 2 damage after resistances, bringing it up to 3 with your drum.

Easiest approach is if you somehow had a way to ensure you could only roll a 1, then you could just throttle your caster level of Burning Hands to the desired level.

So the idea is an elemental kin barbarian doing something like this while under the effect of a rage spell:

Three elemental damage just optimizes rounds of rage recovered for a lvl 3 barbarian.
