Just the way you think it should. Gang Up changes the circumstances in which you are considered to be flanking. Outflank gives you benefits when you are flanking. (My wife and I have a pair of dual-wielding elves that use that combo to great effect.)
And as Grey Mage mentioned, if one of you is a mouser, or you team up with one, then the mouser allows everyone who is adjacent to both him and the enemy to be considered flanking. That would dovetail with Outflank as well. (My wife has a teamwork-feat granting paladin paired with my mouser, and she can give the party Outflank for exactly that reason.)
