Counterspell and material component costs

Two quick questions:

Wizard 1 tries to cast Wish. Wizard 2 has readied a counterspell action, has Wish memorized, and counterspells it by "casting" the spell.

Q1. Does Wizard 1 still lose the 25k of material component costs?

Q2. Does Wizard 2 also have to pay the 25k of material component costs?

1: Yes.

2: Everything in the CRB says that you "cast" the spell as a counterspell... so I think the RAW is yes.

Yes to both. The spell is cast as normal, the effects simply do not manifest.

Very helpful. Thanks!

Which would be one expensive light show.
