Back in D&D 2.0 (? I think) there were player handbooks and one of them was for gnomes and halflings. There was a character of halflings that was a Urchin - basically he pretended to be a human child and then baam, sneak attack in the gut. NO sneaking, all about hiding in plain sight instead. I love the concept. I'd like to re-create the concept in pathfinder, and I'd like to keep it PFS legal if I can. I was thinking that a knife master rogue mixed with 3 levels (?) of Mouser swashbuckler could probably pull this off quite well, but am really unsure on how to feat and skill this guy - obviously disguise and bluff and slight of hand will have to be maxed.
I'm not experienced enough with rogues to know how this would work - can you get a sneak attack in the face if they don't suspect you are about to stab them?
And to clarify with the Mouser, as soon as you get flanking you get sneak attack, right?

The childlike feat for halflings allows you to easily pass as a human child.
However, this doesn't offer any mechanical benefit in combat. That fact that the dragon may think you are a human child, doesn't make him flat footed against you.
This makes sense. If I see a burly fighter, a venerable wizard, a cleric wielding a holy symbol, and a little kid making their way into my dungeon, you can bet that it is the little kid that I'm most worried about.
Flanking from Mouser works for sneak attack just like regular flanking though.

Sure there is. Disguise vs Perception to get a surprise round. Or Bluff vs Sense Motive, or however your GM determines that you can convince someone you're harmless. The end result is just a surprise round though, so you could do the same thing with Stealth. In the Giant Hunter's Handbook it's a specific use of Bluff:
It's often useful to attempt to convince your enemies you are no threat to them.
Check: You attempt to convince your target you are harmless through your actions and posture. If you are at least one size category smaller than your target and have taken no effective offensive actions that your target has seen, you gain a +5 circumstance bonus on this check. Even if you have proven yourself capable of dealing damage, an effort to present your previous success as a one-time fluke takes only a –10 penalty on the check.
Action: Taking steps to appear harmless requires a full-round action, though a GM may require more involved Bluff attempts to take longer.
Retry? You can attempt to feign harmlessness to the same target again, but each previous failed check increases the DC to convince your target by 5. This increase resets after 1 hour has passed.

Childlike, Pass for Human(APG for both), and Skill Focus in Bluff and/or Disguise and Stealth. Might also wanna look into Combat Expertise and Improved Trip and/or Steal. I think the ARG and Halflings of Golarion might have some stuff you might be interested in, too.
Get a Wrist Sheath with Dagger and Tube Arrow Launcher(I think that's what it is).
Also check out Unchained, because they've got some nice "Painful but not killy" options for Rogues.
