Would a lvl 1 Gnome Sorcerer with Pyromaniac and Varisian Tattoo (evocation) and Gifted Adept(burning hands) cast Burning hands at Caster level 4?
Varisian Tattoo
Benefit: Select a school of magic (other than divination) in which you have Spell Focus—you cast spells from this school at +1 caster level.
Pyromaniac
Gnomes with this racial trait are treated as one level higher when casting spells with the fire descriptor, using granted powers of the Fire domain, using the bloodline powers of the fire elemental bloodline or the revelations of the oracle’s flame mystery, and determining the damage of alchemist bombs that deal fire damage (this ability does not give gnomes early access to level-based powers; it only affects the powers they could use without this ability). Gnomes with Charisma scores of 11 or higher also gain the following spell-like abilities: 1/day—dancing lights, flare, prestidigitation, produce flame. The caster level for these effects is equal to the gnome’s level; the DCs are Charisma-based. This racial trait replaces gnome magic and illusion resistance.
Gifted Adept
Benefit: Pick one spell when you choose this trait—from this point on, whenever you cast that spell, its effects manifest at +1 caster level.
Do they stack?

And when you level, if you have a feat available (say through retraining), you could grab Craft Wand, since you have a CL of 5 for at least one spell.

Now say I have a different gnome say gnome A and he is exactly like the previous gnome besides one trait. Switch Gifted Adept with Magical Knack. Then gnome A levels up and choose to multi-class into a fighter.
So we have 1 level sorcerer 1 level fighter character level two total with magical knack(sorcerer) and Pyromaniac and Varisian Tattoo (evocation).
Magical Knack
Pick a class when you gain this trait—your caster level in that class gains a +2 trait bonus as long as this bonus doesn’t raise your caster level above your current Hit Dice.
How does that work? Does Magical knack raise it to CL 2 not exceeding HD, then add in Pyromaniac and Varisian Tattoo for a total of CL 4?
Would the order in which the character level matter? Say would it work if the character was a fighter then became a sorcerer?
I'm a little fuzzy on the order of operations.
For example I read on these forums that a Human fighter with 7 intelligence -2 modifier still got 2 skills per level. all classes get 1 minimum skill then the human skilled racial trait kicked in granting an additional skill totaling 2.
The above mentioned oddity is why I am asking if trait occurs then class features or feats after ect ect.
