Earthquake spell and the ocean

Maybe I'm just missing it, but is there any effect at all if you cast earthquake over the ocean? Would it just not cause anything, or does this seem like something left out of the RAW?

That's a tsunami spell not an earthquake spell.

As it is by the book, an earthquake spell cast over the ocean has no effect.

Though, if you cast earthquake on the ocean floor, I'd say there should be a tsunami.

It would be a very small one, subsumed in the effects of the earthquake spell.

If you manage to survive the cold and pressure of getting to the ocean floor and manage the verbal and somatic components of the spell, I'd give a tsunami for the tenacity and style of it. Localized, sure, but still a colossal wave is coming down on something.

I think this is why there is no RAW effect. The spell has range and the likelihood of being within range... and line of sight of the target ocean floor makes it a rare use.
