Say I'm a druid, in a cat or wolf form; and I have regular access to ghost sound with one of the many options that enable that.
Does this work as a means of speaking (not to mention making all sorts of other fun noises) while wildshaped?
A google search turned up some people arguing both sides, but I couldn't find an official ruling.

As long as you're capable of casting the spell while in animal form, I don't see why you can't use it to talk.
If people are arguing both sides wherever you see it discussed, I'd call that a license for you and your DM to trust your own judgment.
One compromise I could imagine making is to require listeners to succeed at a mild Perception check (DC about 10) to "catch" what you're saying with it since it sounds a bit weird.

Ghost Sound: Can this create intelligible speech?
Making something that sounds like speech, and actually making intelligible speech are two different things. Ghost sound can sound like people talking, but anyone listening can't make out what the "people" are saying. After all, it is a cantrip, and shouldn't be as good as ventriloquism (which is a higher-level spell).
