Opening Volley [Feat] & Spellcasting

I have a Player that wants to use Magic Missile to qualify for that +4 to hit bonus on his next action.

I'm saying that it should require a "to hit" roll, so he can't use Magic Missile, but he could use Scorching Ray.

Does pathfinder have a defintion for "ranged attack"? Absent that, your ruling sounds fair to me.
