Can you wear both. They are worn on different slots and have slightly different effects but ate keyed of the same spell.

Yes. They also give different bonuses. One is a competence bonus to charisma-based skills, the other is an enhancement bonus to the charisma stat.

bookrat is correct. Spells in the prerequisites section are only relevant when creating the item or sometimes determining what kind of aura it has under Detect Magic - they don't directly affect the item's function (unless the item description says it works as that spell).
