ok imagine a paladin with high charisma... decides to have a dragon cohort and he has lets see 20 leadership points, so he has cohort lvl 14... guess the dragon is cr 6 right, since cohort young dragon mount is cr +8? so the real question is can he use his dragon cohort as mount and use his paladin's bound ability on him? i mean the paladin mount bonus stat that normaly gains from advancing lvls http://www.d20pfsrd.com/classes/core-classes/druid/animal-companions

Are you referring to using Leadership to gain a cohort and choosing to take a monstrous cohort which you then use a mount?
If so, then no. Absolutely not. You do not then add on class features abilities such as a druid's animal companion, a cavalier's mount, or a paladin's bonded companion. They are all separate abilities.
However, if you did choose a creature who's CR was not at the maximum of what you were allowed, you are allowed to add class levels to it until it reaches the proper CR. See this page for further details.
Anything you can ride can be a mount. Normal people have normal horses as mounts, but that doesn't make them animal companion, or the Mount class feature from cavaliers.

So, couple things:
1) The only dragon cohorts available are young dragons
2)Young dragons are medium sized. Meaning, you would need to be either small or take undersized mount feat to ride a young dragon.
3) Different colors of young dragons have different CR ratings.
For instance a young black dragon is a CR 7 normally, a young blue dragon is a CR 9 normally, a young green dragon is a CR 8 normally, and a young red dragon is a CR 10 normally.
The note that a young dragon's effective cohort level is CR + 8 means exactly that. In order to have a young black dragon as a cohort, it would be an effective cohort level of 15. Meaning you would need to be 17th level (as cohorts cap at two levels below character level per leadership feat) to attractive such a cohort.
Ultimately, you're not really going to be able to get a dragon mount. I mean, you can, but it's going to be at such a late level it's probably not worth it.

ok a question the dragon mount = CR+8 does it means if i use a dragon as mount if the cr i get is 14, the dragon i get is cr 6?
If what you are trying to say is "If I am at least a 16th level character with a leadership score high enough to gain a 14th level cohort (maximum for a 16th level character) can that cohort be a CR 6 dragon (equivalent of a 14th level cohort)?" Then the answer would be yes. If that CR6 dragon was of Large size, then yes, you can ride him/her. But you can't have that cohort be your Animal Companion, Cavalier Mount, or Paladin Bond. Those are separate abilities and apply to separate creatures.
The CR6 dragon cohort would exactly that, a CR6 dragon.
