It's important to note the difference between Permanent and Instantaneous. If it was the latter, the guy'd just be a fox forever. That's it. Don't pass go. Don't collect... well, anything, really.
He's just a fox with (potentially) a few unusual abilities (non Ex, Su, or Sp and no Spellcasting).
Buuuuuuuuuuuuuut, because it's Permanent instead, it can be dispelled and undone.
(Of course, even if it weren't subject to dispel magic - which it is - it'd still be subject to break enchantment.)

I have a similar problem in my campaign
Our witch stated that she had placed her familiar in a pocket prior to the encounter (it's tiny) she then failed the fort save against baleful polymorph, turning her into a rabbit. She did succeed on the will save and as such retains her memories and such.
Since her gear melds into her, what happens to the familiar?? Is it ejected from the pocket? Does it get saves of its own even though it's not the target of the spell? Is it destroyed? Or is it now apart of the new form, as in two minds occupying the same body?
I have searched through books and various forums and have not come across anything like this situation. Advice please
