You might as well have asked if a monkey can become an elf.
Can't tell if there's any extensive lore on worgs overall in culture. There probably is. In pathfinder though I doubt.
Worgs are essentially different species. Wolves are animals, worgs are sentient beings imbued with magic just with wolven forms.
Of course in a world with magic anything is possible and worgs are definitely easier to turn a normal wolf into than, say, a basilisk. You just need to imbue the creature with intelligence and twist and transform it with magic until that magic becomes a part of its essence. But then you might as well be turning a chimp into an elf or a housecat into a Silvanshee. It normally doesn't happen.

Rules-as-written, the answer is, "No rules for this process exist." Unless you consider the fact that the Worg in the Bestiary is not a template for wolves as an indication that no, you can't.
Storywise, of course, an evil overlord who puts ordinary wolves in his Worgomatic to create an enormous army of sentient wolves is top-notch stuff. Proceed.

As much as any other creature, really.
But yes, it is easier to write off if 'wolf' turned into 'evil magical wolf'. So, if, as the GM, you feel this needs to happen, then feel free to. The line 'a wizard did it' exists for a reason, and this at least doesn't strain believably too much.
If you are a player....yeah, good luck convincing your GM of that. If you are trying to switch your current wolf out for a worg, you should be aware that the monstrous mount feat exists. That lets you get a worg as an animal companion (rp restrictions of being 1 step within NE). So that is the kind of price you need to pay currently.

Actually if the overlord really wants to seal his evil credentials, what he puts into the Worgomatic to come out worgs aren't wolves, but the hapless peasants of the village he's just raided.
There's at least one Dr. Strange foe who did something very close. She had a wolfen type army that one strike from any of her soldiers would turn an enemy combat into a new wolfen recruit fighting on her side.

You're probably just going to have to flavor something up.
My first dumb/funny thought was "I woke up like this!" (Beyonce, anyone?)
This could give your DM a story arc, a side quest, et cetera.
Maybe the soul of an evil blahblahblah magically fuses into your wolf.
I'm no good at this, but flavoring does appear to be your go-to option.

They are serperate breeds of canine. So no not just on their own. Just as a basset hound is a dog and a husky is a dog, a basset hound will never become a husky and a husky will never become a basset hound.
As far as a back story goes with magic nearly anything is possible so your old wolf could have been cursed, stumble into a fairie ring and gotten polymorphed, was the result of foul magical experimentation but an evil mage, etc.
