There's no opposed check for charisma based skills, its just a DC
When you charm someone its a charisma check to goad them, not a charisma based skill check.

I think it is more than that but i could be wrong. While they aren't rolling to do so they are resisting your attempt to improve their attitude or make it worse IMO. I always took this as if you succeed to alter their disposition towards you, the check to further change it is reduced by two. Could be wrong though.
