in both cases only with actual armour.
but some GM's would argue your dragonized sorcerer no longer has humanoid vocal chords for spells... as dragons dont' cast the same way and your not a real dragon to learn how to do so. (Yeah Lame if you ask me). so.. be ware. If it occurs though just ask for that druid spell casting feat.

Form of the Dragon explicitly still allows you to still cast spells (though material components can become a problem). It's in the Polymorph rules; in point of fact dragons and humanoids are the only ones that are specifically called out there. If your GM is "arguing" that, he's houseruling. Which is what it is, but it's certainly not the standard RAW.
