From spell description:
Those that fail must end their movement and gain the entangled condition. Entangled creatures can attempt to break free as a move action, making a Strength or Escape Artist check. The DC for this check is equal to the DC of the spell.
if the character fails to break free as a move action, can use her standard action to downgrade it to a move action and retry the scape?.

Yes; you can trade a standard action for another move action, and you can retry Escape Artist checks and Strength checks.
