Scenario:
Lvl 11 - Bloodrager
+1 Returning Chakram
Feats: Shot on the run , quickdraw
Questions:
1)Can he really make 3 ranged attacks (+17/+12/+7) as a full round action with a returning chakram?
2)Would he get any benefit from the quickdraw feat where it talks about thrown weapons at your normal attack rate. He seemed to think that meant he would get more attacks from a standard action when he moves and attacks versus a full round action attack.
As a side question he also asked if he could, on his turn, take a 5' step back, put away his chakram and quickdraw shield, draw his lucern hammer, and attack. (I assume quickdraw would help here but it seems like a little much on one turn)

1) No. A returning weapon doesn't come back until the start of his next action.
2) No. It still requires a full-round action to make multiple attacks. Also, see 1. :)
3) 5ft step - free action.
Stow chakram - move action (Quick Draw does nothing here).
Stow quick draw shield - swift action.
Draw lucerne hammer - free action (Quick Draw at work).
Attack - standard action (no full attack).
So... yes. :)
Is the player also new? That's a lot of errors in his favor...

1) he would need 3 chakram, as each return before the start of the next turn.
2) Shot on the run could be a problem as the chakram would return to the point it was thrown from, so if you throw, then move, it drops/falls into the square it was thrown from at end of round.
As to the side question, if he takes the 5ft step back after throwing the chakram, then they drop in the original square, but otherwise, can quick draw gear.
Returning states that the thrown weapon returns before the start of the next turn.

Just thought of another option for your side question.
The Bloodrager could 5ft step away, throw his returning chakram at an enemy (including the one he just stepped away from), free action stow his quickdraw shield, free action draw lucerne hammer, and continue his full attack with the hammer getting his 2 iterative attacks.
This has the added benefit that the chakram comes back to his hand next round (if he takes a hand off his hammer to catch it).

just a followup to Kalindlara, quickdraw shield says the following
"If you have the Quick Draw feat, you may don or put away a quickdraw shield as a free action."
Also if he were to drop his chakram instead of stowing it as a move action, he would get a full attack with his lucerne hammer
Whoops! My mistake - haven't read up on quickdraw shields in a while. Thank you for the correction. :)
I knew about the option to drop the chakram - I was answering the exact question to prevent ambiguity.
Arevus: you might recommend that the player check out the called weapon property, or an item called the blinkback belt. Called is good for those who drop their weapons frequently and acts as a different form of returning weapon, while the belt more-or-less makes up to four weapons returning.

Just thought of another option for your side question.

This has the added benefit that the chakram comes back to his hand next round (if he takes a hand off his hammer to catch it).
Note that some GMs would require him to take the hand off at the end of that turn, which would impair his attacks of opportunity. Not sure if that's RAW, though as you can see by my lovely title, I'm not letting that get in my way. >:)

This is a great idea, but make sure to let the player know that he cannot attach a chakram to the belt (unless you as the gm want to allow it) because the chakram is a ranged weapon, not a light or 1 handed melee weapon. Blinkback Belt for reference.
