No "generally considered" about it. It's explicitly described right in the CRB:
Each round represents 6 seconds in the game world; there are 10 rounds in a minute of combat.
For some clever fun, read The Order of the Stick comics. These guys are comic book D&D characters who are always "in character" (because they ARE characters) but even while they're always in character, they speak in rounds. They say things like "You wait here for five rounds while I spend three rounds getting into position..." or some such things. Completely OOC metagamey terminology used while speaking in character. It's kinda cute.

If you're using 1st Ed material, also make not of this:
1 TURN is 10 minutes, or 100 Rounds.
In first edition material, 1 combat round is equal to 1 minute.
pg 61 Dungeon Master's Guide.
But we're talking about Pathfinder.
I'm saying if you're looking at and want to use, say, Tomb of Horrors, where Turns are mentioned, realize that "Turn" means 10 Minutes, which means 100 Rounds in modern time.
OD&D had 10-Second rounds, 1st & 2nd Ed had 1-Minute rounds, and 3rd through 5th have 6 second Rounds.

Can't go wrong with an OOTS link, but Haley is not making an initiative reference, she is pointing out that the creature is out to kill her.
