Humans have Racial Heritage, a strong feat which lets them essentially count as another race for anything that requires that race - such as new feats.
Let's say I want to do the reverse. For instance: I want to make a halfling that can take human feats.
Is there any way I can do this?

Well, Aasimar with the Scion of Humanity trait count as human, and can thus take Racial Heritage. There's also stuff floating around about playing a non-human-descent Aasimar with the same stats, in which case Scion of Humanity would presumably make you count as the other thing (Scion of Elfyness, Scion of Gnominity, etc).

Okay. So, to make it clear why I was asking this...
I was looking at DEX to damage options for thrown weapons. The answer that immediately came to my mind was "Martial Versatility with a weapon group that includes thrown weapons." Dipping into Swashbuckler and focusing on a fighter, a goblin (small, +4 DEX) or a halfling (small, +2 DEX) could have a respectable attack bonus and benefit greatly from DEX to damage.
Javelins and throwing axes seemed like viable options for this (axe weapon group is easy to find a 1-H slashing weapon for; javelins are part of the spear group so the Sibat works). I was hoping to find a way to get DEX to damage with a sling but I haven't succeeded.
ATM I'm thinking of making a small-sized Aasimar and taking Scion of Humanity. I may have to cave and pick Human, though, since they get bonus feats anyway, making the build easier to complete.
