You may still dismiss it as a standard action. There is nothing to suggest that your eidolon has to be willing to be dismissed.
Do note that any spells or effects on your eidolon would still be ongoing, so if you were to try to summon it back right away it could still be under the effects of the spell.

Great!!! My Eidlon has been cleaving through giants left right and center and the GM can't wait to charm or dominate him. Simple defense for that then.

It can still take you out of most of the fight. You and your eidolon should have separate initiatives, so there's a 50% chance his turn will come up before yours, in which case he gets one round of rogue actions. And then your summoner loses his next standard just to dismiss the eidolon. And then the following round, you will need to rely on your summoning spells, if the fight isn't already almost over.
