Looked at the river whip spell, which states "You create a coil of flowing fresh water, functioning as a whip appropriate for your size, except you make a melee touch attack instead of a regular attack. Anything you strike with the whip takes damage and is doused with 1 pint of water."
Do you need whip proficiency when you cast this spell to avoid that penalty?
Could you use this spell to disarm or trip while attacking against touch AC?
Since it targets touch AC, would it still damage armored targets?
I'm thinking about this spell as a method for my magus to deliver touch spells when I want extra reach, but want to figure out the mechanics before using it. Thanks for any input!

There is no touch CMD. You can use river whip to make a touch attack instead of a regular attack. The spell says nothing about manuevers, only attacks and damage. Being immaterial, I wouldn't allow it to make trips/disarms. If I did, it would be against full CMD because there is no touch CMD.
I would allow it to function with spellstrike because the spell says it functions as a whip.
RAW, looks like you still need your proficiency. But targeting touch AC makes that a tad less annoying.
As for the manuevers, they are attack rolls but not damaging attacks (typically) and target a CMD which happens to have AC as part of the equation. I don't see why this particular spell would bypass the CMD rules in that way without further explanation of it. So no, I wouldn't let it target touch AC for combat manuevers, because it doesn't explicitly say it allows it.
Again, it functions as a whip, so inherently it would have the benefits/drawbacks of said weapon. As it makes no mention of damaging armored opponents, RAW you would have to deal with that issue still.
As for delivering spells, this spell would indeed probably be the go to spell for the magus fighting well armored opponents.
