You can use arrows or a bow as an improvished melee weapon. But either way probably isn't a great idea.
There are ways to be able to use your bow without provoking. Or you can get away from threats. Or draw a melee weapon. That'd be better than stabbing someone with an arrow with a -4 penalty.
EDIT: Or there's always Catch Offguard. Still, much better options out there.
Catch Off Guard removes any penalties an improvised weapon imparts.
I know taking a 5 foot step back is useful. I am curious because I kind of want to replicate Legolas from LoTR with his stabbing an orc then firing the arrow. As well as be able to knock a foe back with a slam of my bow and put an arrow in them this way.
I know there is a feat that allows you to knock a foe back 5 feet with a two handed weapon.
Theres the Stabbing Shot feat if youre an elf. Or the Bowstaff spell if youre the right class.
You could always just shoot them.
And there are feats that help you not provoke while doing so.
Thats the feat I was thinking of.
Wear a spiked gauntlet and punch them with it. It won't provoke, and you'll threaten your adjacent squares. Plus it qualifies for the dueling, courageous and other melee only enchantments later on.

Loads of options.
Easiest one is a 5-foot step out of melee and then shoot with arrows.
Breaks down into a few areas of study:
1) Non-archery attack options
2) Ignoring the pain and attacking despite attacks of opportunity
3) Spells/abilities to get out of melee
4) Finding another type of action to preform while locked in melee.
1) that would improved unarmed strike (kick them), improvised weapon (hit with the bow), breath weapons and other non-arm mounted attacks (like head or tail mounted weapons or natural attacks)
2) More HP, boosts to AC, boosts to saves, DR, Resistances.
3) Any teleportation, spells that move the enemies out of melee (like repulsion), 5 foot step improvement feats, teamwork feat to gain additional movement (Swap places)
4) Aid another, demoralize, feint, support casting, and combat maneuvers.
Abuse RAW by using Catch Off Guard and play a Zen Archer, then using flurry of blows, whack bad guys in the face with your bow.

Draw a melee weapon and swing? You'll suck at it if you have devoted 100% of your build and equipment to ranged though.
PF is suppose to be backward compatible, sure its out of PFS but not out of question for most tables.

Racial Heritage...Or just a nice DM.
Racial Heritage makes it even dumber. Without that you coud at least argue "Well, maybe it's something Elven culture teaches."
It's still dumb that no other culture on Golarion has managed to figure out how to stab people with a pointy object, but less so than the alternative: It's in the blood. Elves have a racial knowedge passed down through the generations of how to stab people with pointy objects, tthat o other race had.
Stabbing people: It's in the blood, it can't be taught!
