I suspect there will be a point when I don't want to advance someone without them clearing them previous round. It might even be the Top 8. But since everything the current alternates have done is available for review, and this happened on the first day of making items (before voting had even begun), it definitely seemed reasonable to advance the next-highest vote getter in round 2 who was willing and able to advance.
