And in theory, that would apply to all magic item creation. Nothing gets poofed into existence with it - magic items are enchanted from mundane items. The requirement for masterwork mundane item to start with is not written for non-weapon/armor enchanting, mainly because there are no rules for 'masterwork jewelry', but I'd argue they should be of either a decently high quality (cost), or have some other significant history, to allow them to accept the enchantment.

So... Creating a masterwork fullplate for 825 gp in materials in a single hour will certainly make certain crafters filthy rich... Not players however as they would sell it at cost.

If you want to get rich by crafting, play an Alchemist/Daggermark Poisoner.

Yeah, that's part of the problem with the fact that the game doesn't actually have an economy. Prices are based on PC balance only - so yes, just about any crafting could break the game if done to excess. That's why there's a blurb in Ultimate Campaign about not allowing crafting for profit - the rules just don't properly support it beyond the basic income from the craft skill.
Also, to get the speed bonus requires 6 ranks in the specific craft skill - which not many NPC's would have. It would likely be the greatest smith in the land to have 6+ levels of expert, AND the capital to afford this amazing set of tools. really, these tools were created to make crafting mundane items not stupid - since the rules simply don't work properly on their own.
