I am thinking of joining the organized play. Which is the best character if I wanted to focus on allies?
Heggal, without a doubt. He really relies on allies, and has the ability to get several. Heggal is my favorite of the 4 or 5 OP characters I play. (As a useful aside, I also think he's the most powerful of the characters I play.)

Olenjack reveals any ally to add 1 to a check (upgradeable to two pretty soon). I am playing him in a game with Hawkmoon, and have to say that I am enjoying his ally-power quite a bit. I'd prefer a solid +2 to a 1d4 any day of the week, and besides - Olenjack can reveal as many allies as he has / wants.

No love for Beastmaster Agna?
She starts with 4, gets up to 7 and she gets the decent "discarded Animal allies get recharged instead" power and then the powerful ability that Lini and Heggal get, though she gets it later on with her role.
Olenjack doesn't "reveal", he displays which means that he doesn't get to use them while displayed (until the end of the turn). This reduces Olenjack's power somewhat until you get his hand size up. I prefer Oloch's implementation of the power over Olenjack's, but it's thematic.

As a Siwar player, I've found that her allies are rarely helpful: none of them help with spellcasting, and only 2-3 in the later adventures help with combat. This makes her power related to them (recharge a card to give 1d4 to another character at your location. If the card is an ally, put it on top of your deck instead) more of a hindrance, as it prevents you from cycling through your deck to find actually useful cards.
However, if you played her outside of the confines of Organized Play mode, I suspect she would become quite good, as she could pick generally useful allies and a few specialists.
