i dont think there is, dunno what to tell you.
weapons of legacy is a nice thought, but horribly unbalanced (such as 'never flatfooted ever' as a cheap tier 2 ability) even with the 'drawbacks' imposed by the object.
if the ARG is any indication, it'd be in the same boat if paizo took a crack at it--horribly balanced (be it too strong or too weak), and likely unavailable to monks for some reason.

Try the Inner Sea Gods PF Campaign Setting hardback. The Evangelist does what you want, but you are required to take a feat and worship specific deities to be able to enter the prestige class, which is slightly easier than randomly finding a very specific named weapon.

You could pick up Arcane Bond through Eldritch Heritage and invest in Spellcraft so you can craft your grandfather's toothpick into a god slaying machine, but it's a very wasteful way. Nowhere near as good as 3.5's single "ancestral relic" feat ("sell" treasure at full price toward creation costs, no craft rolls needed)

The closest approximation I can think of is the legendary weapons of mythic characters, and I think Dreamscarred Press may have made one or two scaling weapons as part of their psionics line.
DSP's weapons were following the mold of Purple Duck Games' Legendary Treasures line. So, there's more if you're interested.

If this is something you want all your players to have the ability to do, just give them an allowance for a specific weapon they have that they receive every time they level up. Like, maybe 1000gp at low levels (larger amounts later). They can only use this amount on upgrading the enchantments on a specific weapon they own. They can use it right away or they can save it for something better later on.

In the soon-to-be-released Rite Publishing Kaidan setting of Japanese horror (PFRPG) GM's Guide, we are including our version of Weapons of Legacy, called Ancestral Relics. Like Weapons of Legacy, these items (including more than just weapons) level with the wielder, but not at the cost of XP or GP.
Ancestral Relics have a minimum character level, honor requirement (using Kaidan's honor system) and an event trigger. An event trigger is some action that must be successfully performed at varying levels, and are different for each item. An ancestral relic katana might require you to defeat an opponent with at least 2 CR higher than you, though you can usually fight with allies to accomplish this. In other cases, you might need to provide a benefit to an oppressed person, or even to an enemy. Each item has its own theme of benefits and event triggers. Event triggers can help the GM create the storyline, but having to fulfill event trigger actions at each level.
There may be as many as 30 different ancestral relics to be included in that up-coming guide book, with estimates that over 100 such relics exist in total. Each item is tied to a specific family bloodline, and can only be wielded by a descendant. In the hands of all others these items only function as masterwork items.

Never flat footed, otherwise known as Uncanny Dodge, a 2nd level class feature on low tier classes. Very unbalanced. :p
uncanny dodge has a clause to let it get bypassed by a skilled enough opponent, and is not usually a thing you can spend gold to get. a legacy item has no such limits as far as i can remember, and this is on top of the multitude of other abilities you can get for a legacy item alongside that (all for a minor 'fee' that you can tailor for your class to compensate for anyway).
though the combat veteran (veteran of battle? it's a gorum one) religion trait lets you emulate it for the surprise round--which is a sorta backhanded buff to the rogue, since they're free to trade UD away for archetype abilities fairly painlessly now, but i digress.
