I believe it would, simply because a check is Charisma-based if it's bonus is dependent on charisma.
Similar questions have come up before, but there's one that really stands out. If an ability, such as the Wisdom in the Flesh trait or that one investigator archetype, makes a skill that is ordinarily based on Strength or Dexterity instead based on a different ability score, say, Intelligence or Wisdom, does the skill still take armor check penalties?
The rules seem a bit contradictory about this. They say that your armor check penalties apply to strength and dexterity-based skill checks, but they also say that they apply to the specifically marked skills. But what if those skills aren't actually based on strength or dexterity?

My interpretation of the rules:
You may use Charisma instead of Blah.In those cases it would work.
You may add Charisma in addition to Blah.
In those cases it would not work.
It isn't spelled out in the rules, so ultimately ask your GM. If PFS, expect table variance.
I would go with this although expect some table variation in PFS. Fortunately Lore Keeper is the former as is Noble Scion of War and Sidestep Secret for reflex saves.

Circlet says "based" which to me means originally in my eyes...
SKR responded in a thread on the Circlet with Cha to Initiative confirming you get the circlet bonus to Init because it is "Cha-Based" by saying "did you add cha to it?" or something similar.
Using that logic it could also be argued that "in addition to" could also qualify for Cha-based, but expect a lot more GM resistance to that stance.
