Honestly I don't see a reason for them to not stack as Risky Striker is only against large or larger enemies.
Actually it's against things two size categories larger than you... which leads to the ridiculous concept of the house cat sized halfling warrior with dex to damage, Pirhna Strike, and Risky Striker stabbing normal sized people in the shins for 1d1+a bunch (15-20 crit of course).

Yep. I had a risky striking halfling rogue whose strategy when fighting medium enemies was to get the wizard to reduce person him. The loss of damage from the size change was less than the increase from risky striker. Of course that means having to move into the enemy's space.
The other interesting thing about the wording of risky striker is that it progresses based on level, not on BAB. So if hit BAB 4 at level 4 and then switch to a 3/4 or even 1/2 BAB class, it continues progressing at the same rate.
