Creating any magic item, and especially deviating from pre-made items, will require GM consent.
That said, for items where the caster level is consistent across all abilities (for the ring of invisibility, this is the case) it is reasonable to divide by the caster level of the item presented and multiply by the caster level you want it to be.
Essentially, all magic items with effects that emulate a particular spell at a caster level more or less follow the formula:
(caster level) x (spell level) x (Base Price Modifier) x (special modifiers--e.g. limited charges) x (unseen and often difficult to parse balancing modifier, though sometimes just equal to 1) = Price
This assumes that the unseen balancing modifier is constant as caster level changes... which may not be the case. In all cases, if there is an item that may be found in the rules with a similar effect but a wildly different price, go with the item in the rules

If I craft my own magic item with a spell level effect does it use my caster level or the caster level listed? Example if I craft a hat of disguise is the duration based on the normal level of the item or the level of my own caster level at the time of creation
All magic item effects are based on the inherent caster level built into the item. The only exceptions are staves

This is definitely wrong. There is a section saying you can craft at minimum item level.

Undone, the minimum level is referring to crafting items like potions, scrolls, and wands.
If you wish to craft a Ring of Invisibility at minimum level that is up to the GM to determine what that is. It is probably the minimum level of the spells in the item. But some items have a CL lower than the spells would indicate.

Which has absolutely nothing to do with the OP's question which is what caster level do the item's effects function at?

While item creation costs are handled in detail below, note that normally the two primary factors are the caster level of the creator and the level of the spell or spells put into the item. A creator can create an item at a lower caster level than her own, but never lower than the minimum level needed to cast the needed spell. Using metamagic feats, a caster can place spells in items at a higher level than normal.
