If I make a disabling, but non-damaging, melee touch attack such as those offered by many Sorcerer Bloodlines (Fey, Undead, and Impossible, for example), and also have Sneak Attack dice, can I potentially deal Sneak Attack damage with this otherwise non-damaging poke?

No, the attack has to do damage. If the attack does non-lethal damage, then you can make a non-lethal sneak attack with it, or if it does energy damage it does damage of the same kind, but it has to do hit point damage to activate sneak attack.

Imbicatus is right. The attack has to do some sort of hit point damage on it's own to be useable with sneak attack.

If it does not do hp damage it cannot deal sneak attack.
